Howard O. Scott Citizen-Servicemember of the Year Award
The Tacoma-Pierce County Chamber’s Military Affairs Committee (MAC) will join with the Kiwanis Club of Tacoma in presenting the annual Howard O. Scott Citizen-Soldier of the Year Award.
The Citizen-Soldier Award memorializes Howard Scott who grew up in Tacoma and served the nation when called upon during World War II- as part of America's Greatest Generation. He returned to succeed as a banker in Tacoma - giving of his time to community service organizations, believing and enjoying this in his belief that doing so is one's responsibility.
The Scott Citizen-Soldier of the Year is a premier MAC event recognizing the civic contributions of our Citizen-Soldiers (Airmen, Sailors, Marines and Coast Guardsmen). We encourage you to attend and celebration this recognition with us.

CAPT James A. Thralls, Medical Service Corps, U.S. Navy, Chief Operating Officer, Puget Sound Military Health System
Captain James Thralls is a native of Dunsmuir, California. He completed his undergraduate degree at California State University, Chico. While an undergraduate, he worked at the National Institutes of Health in Bethesda, Maryland as a Research Assistant in the National Cancer Institute.
Following his Medical Service Corps commission in 1985, he completed a variety of early assignments aboard Naval Medical Center, San Diego; U. S. Naval Hospital, Guam; and, Naval Medical Center, Oakland. Following the completion of his Master’s degree in Clinical Science and Management at San Francisco State University in 1995, he was assigned to U. S. Naval Hospital, Okinawa, Japan until 1999.
Captain Thralls served as the Director of Clinical Support Services and Acting Executive Officer at Naval Hospital Bremerton from February to July 2003. He reported as the Officer in Charge of the Branch Health Clinic on Naval Base Kitsap, Bangor in August 2003 followed by a tour in Guantanamo Bay, Cuba as Executive Officer, U.S. Naval Hospital GTMO. As the Assistant Deputy Chief of Staff for BUMED-M5, Bureau of Medicine and Surgery, he supported the development of Future Plans and Strategies (M5) for Navy Medicine.
From 2008-2010, he served as the Commanding Officer of Naval Hospital Oak Harbor, Washington in support of the Naval Air Station, Whidbey Island aviation community. He served as the Director, Aurora Operations, TRICARE Regional Office – West in Aurora, Colorado in support of the West Region Managed Care Support Contract from 2010-2012. In his current assignment as the Chief Operating Officer, Puget Sound Military Health System, his office coordinates the healthcare collaboration across the Puget Sound Federal Healthcare Partners.
Captain Thralls’ personal decorations include the Defense Superior Service Medal, Legion of Merit medal, the Defense Meritorious Service Medal, the Meritorious Service Medal (three awards), the Navy Commendation Medal (two awards), the Navy Achievement Medal (two awards), and various unit and service awards.
