In his position as the Joint Base Chief of Staff at Joint Base Lewis-McChord, Washington, David Fullmer serves as the Joint Base Garrison Commander’s primary advisor on base operations support and installation service delivery.
Mr. Fullmer is a graduate of Central Michigan University with a Masters of Science in Information Resource Management, a Certified Public Manager®, and an installation management professional with more than 25 years of base operations experience. He started his base operations support career with the U.S. Army Military Police (MP) with the 218th MP Company (MP Co) at Augsburg, Germany. He subsequently served with the 194th MP Co at Fort Campbell, Kentucky where he deployed to the Republic of Panama, the MP Detachment at Camp Zama, Japan, the Provost Marshal’s Activity at Yokohama North Dock, Japan, and the Law Enforcement Activity at Fort McPherson, Georgia. During his military career, he served in several leadership roles including MP Patrol Supervisor, MP Desk Sergeant, Provost Marshal’s Representative, Squad Leader, Platoon Sergeant, Operations Sergeant, Security Manager, Special Reaction Team Noncommissioned Officer in Charge (NCOIC), and Provost Marshal’s NCOIC.
Upon his retirement from the Army, Mr. Fullmer was hired as a Project Manager for Alutiiq Security & Technology, LLC to lead the Army Contract Guard Contract at Fort McPherson, Georgia. In this position he established a contract guard force to provide access control security for Forts McPherson and Gillem.
Mr. Fullmer continued his base operations support experience with Installation Management Command (IMCOM) as the Deputy Director for Plans, Training, Mobilization, and Security at Torii Station, Okinawa, Japan. In this position he performed Antiterrorism Officer, Operations Security Officer, and Emergency Manager duties. While in this position, he was selected for a six-month developmental assignment at Camp Zama, Japan where he performed numerous Program Management functions for different garrison directorates. He moved to Naval Air Station Patuxent River where he performed as the Physical Security Officer and Antiterrorism Officer providing security to the installation with Navy Installation Command. He then returned to IMCOM when he became the Director of Emergency Services at Fort Hunter Liggett, California. He later served as the Force Protection Officer for U.S. Army Africa at Vicenza, Italy, where he provided protection to Army forces traveling to or through the continent of Africa. He returned again to IMCOM at Fort Hunter Liggett as the Chief of Plans, Analysis & Integration. While at Fort Hunter Liggett he also performed as the Interim Garrison Director of Human Resources and Interim Deputy to the Garrison Commander at Camp Parks Reserve Forces Training Area. He then assumed duties as the Deputy to the Garrison Commander at Fort Riley.
Mr. Fullmer’s civilian awards includes three Commander’s Awards for Civilian Service and numerous performance and on-the-spot awards.
